GENERAL SAILING INSTRUCTIONS – 2004

1.0 EFFECTIVITY: These General Sailing Instructions supersede any previous instructions issued by CCYC or its predecessor the Westpark Cruising Club.

 

2.0 ELIGIBILITY: All races are open to members of any Yacht Club affiliated to Yachting New Zealand (YNZ). The club reserves the right to refuse entry. Boats entering for racing shall have current registration with YNZ and must display their correct registration numbers on their sails in accordance with International Sailing Federation Racing Rules of Sailing (ISAFRRS) Rule 77.

 

3.0 RULES: The races will be governed by the 2001/2005 ISAFRRS with the prescriptions of YNZ and the Auckland Yachting and Boating Association (AYBA), except as altered by the Clearwater Cove Yacht Club Inc (CCYC). The International Regulations for the Prevention of Collisions at Sea 1976 will apply from sunset to sunrise replacing the relevant rules of ISAFRRS Part 2

 

4.0 GENERAL RESPONSIBILITY OF OWNERS: It is the responsibility of the owner and/or skipper to see that his/her yacht complies with the requirements for the race, in that its safety category requirements and rating certificates, or declarations are current. All those taking part in any CCYC races, events or functions, do so at their own risk and responsibility. The CCYC is not responsible for the seaworthiness of a yacht whose entry is accepted or the sufficiency or adequacy of its equipment and crew. Attention is drawn to ISAFRRS Fundamental Rules Part 1 to 5.

 

5.0 DISCLAIMER: CCYC Inc and its sponsors, disclaim any and every responsibility for any damage that might occur to persons or property, both on shore and at sea, as a consequence of participating in any race, event or function.

 

6.0 INSURANCE: It is strongly recommended that each participating yacht is insured with valid third-party liability insurance.

 

7.0 ENTRIES: Entries are collected by Westpark Chandlery. No entry will be accepted unless accompanied by the appropriate fee. Entries will close at 3 pm the day before racing so that handicap sheets can be displayed on the notice-board outside the Chandlery as soon as possible on the day of racing. Late entries will be accepted at the discretion of the Officer of the Day (OOD) and a handicap estimated. For special events, see Notices of Race or Special Sailing Instructions (SSI).

 

8.0 START/FINISH LINE: Unless otherwise stated in Course Sheets or Special Sailing Instructions, the start/finish line shall be between the first Red Channel marker (No 2 on NZ5322) of the entrance to the channel to Westpark Marina and the CCYC flag on a white pole on a boat stationed approximately to the East. Boats are requested to not re-cross the start/finish line after finishing or during racing. Please note ISAFRRS 22.1. Yachts shall keep clear of the Start and Finish lines of other yacht clubs.

 

9.0 STARTING PROCEDURE: When not using the Mark Foy starting procedure, racing will be started in accordance with ISAFRRS 26.1. This is the 5, 4, 1, Start system. Other yacht clubs may use the previous 10, 5, Start system. Signals will be made by signal flags. Sound signals may be made to draw attention to each of the signals. Keep VHF Ch 73 tuned at all times and listen for radio and/or voice hails.

 

10.0 MARK FOY STARTING PROCEDURE: Each yacht shall be allocated a number displayed on the notice board outside Westpark Ship Chandlery and on loose sheets available inside. This number will be displayed on the starting boat one minute BEFORE that yachts starting time. When this number is replaced by the next higher number, that yacht starts. That is, you start when your number changes to the next number higher.

 

11.0 INDIVIDUAL RECALL: If any yacht or its equipment is on the course side (OCS) of the start line when the starting signal is made, code flag X (white rectangle with a blue cross) shall be raised and may be accompanied by a sound signal and/or VHF hail on Ch 73. Code flag X will remain raised until the offending yacht or yachts have returned. At Mark Foy starts, code flag X will be lowered at least 15 seconds before the next yacht/yachts start. Yachts not responding will be scored OCS.

 

12.0 GENERAL RECALL: The general recall may be ordered by raising the first substitute pennant (triangular yellow pennant with a blue border top and bottom) and may be accompanied by two sound signals and/or VHF hail.

 

13.0 WITHDRAWALS: Any yacht withdrawing should advise the Officer of the Day on VHF Ch 73. Yachts should then lower their burgee, not interfere with yachts still racing and not cross the start/finish line.

 

14.0 TIME LIMITS: All races shall not finish later than the time limit specified on the course sheet. Yachts finishing after this time will be deemed DNF. At least three yachts must start a race and at least one yacht must finish a race for that race to be legitimate.

 

15.0 SHORTENING A COURSE: The Officer of the Day may station a boat at any of the rounding marks of the course and fly Code Flag S (White with blue square). Attention may be drawn to this by two sound signals and/or VHF hail. Yachts will then round this mark and proceed to the Finish (observing Fairway Marks). Alternatively, the Officer of the Day may station a boat at any of the rounding marks of the course or the finish mark and fly code flag S together with a plain blue flag. Attention may be drawn to this by use of two sound signals and/or VHF hail. Yachts will then finish between this mark and the boat.

 

16.0 PROTESTS: Shall be lodged in writing in accordance with ISAFRRS on the YNZ protest form. Yachts must the notify the Officer of the Day within one hour of finishing the race and the completed protest form, with a fee of $20, must be handed into Westpark Chandlery, either by midday of the day following the race, or by midday of the next work/weekday if the protest occurs on a weekend.

17.0 SCORING. The Low Points Scoring System shall apply. Six races are required to be completed to constitute a series. When 6 races have been completed, a boat’s series score will be the total of her race scores. When 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. When 9 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

 

18.0 SAFETY INSPECTIONS/CATEGORIES/CLASS RULES: For any race, a Safety Inspection may be carried out. As a minimum, yachts shall meet the requirements of Category 5. Higher categories may be specified in Special Sailing Instructions. It is the skipper’s responsibility to ensure that the safety equipment is carried aboard, to meet the safety requirements of each race. Yachts entered in any division organized by yacht class shall conform with relevant class rules.

 

19.0 NAVIGATION LIGHTS: Navigation lights must be shown from sunset to sunrise.

 

20.0 PENNANTS: Yachts that are racing are to fly the CCYC burgee, or divisional flag if specified in Special Sailing Instructions, either from their backstay, starboard shroud or masthead. In the case of a sponsored series, yachts shall fly the supplied sponsors flag(s).

 

21.0 POSTPONEMENTS OR CANCELLATION: Races can be postponed, cancelled, abandoned or re-sailed at the discretion of the committee. Visual signals will be displayed in accordance with ISAFRRS 27.3

22.0 COURSES: The course number will be displayed on the start boat before or with the preparatory signal. Courses are set out on a separate sheet.

 

23.0 LAID MARK: The laid mark is orange with a black cross and un-numbered.

 

24.0 FAIRWAY MARKS: After starting, yachts racing must pass:

  • North of Pile buoy (unless being used as a rounding mark)
  • North of Meola Reef beacon
  • Through the main navigation span of the Harbour or Greenhithe Bridges
  • South of Devonport Cable marks
  • South of Sandspit beacon
  • South of Illiomama beacon
  • South of Emu Rock beacon (Motutapu Is)
  • North of Orakei Sewer Outlet buoy
  • North of Bean Rock and Doris Rock
  • North of Bastion Buoy
  • North of Browns Island Beacon
  • West of Rangitoto Lighthouse
  • East of Yellow Buoy in Whangaparoa Passage (unless a rounding mark)

 

25.0 PROHIBITED AREAS: Yachts whilst racing shall not sail inside lines, being an extension of the permanent wave breaks (breakwater) at Okahu Bay and Westhaven or between the seaward ends of two adjacent wharves within the port area.

 

26.0 RANGER ROCK: Yachts whilst racing shall not pass between the three beacons on Ranger Rock. All three beacons shall be treated as one continuous obstruction.

 

27.0 MOORING AREAS: Yachts whilst racing shall pass on the main navigation channel side of all mooring buoys and moored boats in or adjacent to designated mooring areas as shown as pecked lines on NZ 5322. Theses areas shall be treated as an obstruction.

 

28.0 ENGINES: Engines may be used up until the Preparatory Signal (4 minutes) in a fleet start, or up until 4 minutes before that yachts start in a Mark Foy start.

 

29.0 AMENDMENT TO RULE 42.3(d). A yacht which goes aground shall, in the first instance, make a clear attempt to free the yacht under ISAFRRS 42.4(d). Failing that, and only on a FALLING tide, the engine may be used to propel the yacht clear provided that the yacht does not motor closer to the next mark. Upon securing the engine and sailing once again, the yacht shall complete a 720 degree penalty turn before the next mark.
